I don't think this question has a yes or no answer. It goes deeper than that. I believe that there are a lot of talented graffiti artists out there that don't use their abilities for vandalism or for gang activity etc. I've seen graffiti "art" that was just a sloppy sign or signature and I guess that is art if you look at it a certain way, but there is a big difference between unwanted art that vandalizes property and art that makes an area look better because it catches your eye and makes life a little more interesting.
